SOLAS, the Further Education and Training authority, has published its FET Funding Model Review, reviewing the model used for funding and resource allocation to the sixteen regional Education and Training Boards (ETBs).

An Independent Expert Panel is leading this work for SOLAS. This is a crucial exercise that will shape the future direction, performance, and impact of Further education and Training in Ireland. As such, it is important that the review considers a range of perspectives on how the funding model should transform and develop. Views are now being sought on the set of nine principles underpinning the review of the funding model, in addition to the features and drivers of the proposed new model.

The scoping paper, available by clicking on this link, sets out the overall approach to undertaking this review. To ensure a focused analysis of the complex issues to be considered, structured responses are invited to a series of questions. There is also an opportunity to provide additional feedback through comments. A strict word limit applies in each case.

The deadline for responses is 12pm on Friday, 28 August 2020.

Overview

Funding patterns for further education and training are changing across international systems, alongside the nature of provision itself, with digital transformation also offering new opportunities and challenges in the delivery of learning by providers. In 2019, SOLAS, the Further Education and Training Authority, appointed an Independent Expert Panel to consider the current funding model, and to propose revisions and improvements that reflect the maturing sector. Submissions are invited from interested parties to assist the Independent Expert Panel, SOLAS, and the Department of Education and Skills, and the newly established Department of Further and Higher Education, Research, Innovation and Science in reviewing and revising the funding model for the Further Education and Training sector.

In consultation with ETBs and the Department of Education and Skills, nine guiding principles have been identified to underpin the review of the funding model. These principles are set out in Question 1 in the survey. These principles will also guide the consultation process in terms of how the consultation questions are structured.
