Why Employers Are Rethinking What Certification Proves

Rather than testing recall of frameworks, the level is designed to confirm that a professional can apply these fundamentals under real project conditions.

IPM-CPM® Level 2: Strategic and Programme Capability

Building on that foundation, IPM-CPM® Level 2 shifts its focus to programme and portfolio management, preparing certified professionals to oversee multiple interconnected projects aligned with wider business objectives.

This level covers programme and portfolio management, PMO governance and operating model design, benefits realisation and business case management, strategic alignment and organisational change management, and project systems and performance tracking. It marks the point at which a certified professional moves from delivering individual projects to overseeing how project work supports organisational strategy.

IPM-CPM® Level 3: Leadership and Organisational Impact

At the top of the pathway, IPM-CPM® Level 3 certifies executive-level competence in leading complex, high-stakes organisational initiatives.

This tier focuses on executive project leadership and decision-making, senior stakeholder influence and negotiation, governance, strategy execution and board-level alignment, building high-performing project cultures, and organisational resilience and delivery excellence. It is designed for practitioners who are expected not only to deliver projects, but to shape how their organisation delivers at scale.

Multi-Layered Assessment: Beyond the Exam

What distinguishes IPM Core Certifications from many traditional credentials is the assessment model behind them. Rather than relying on a single exam, each level is evaluated through a combination of methods suited to the capability being certified.

  1. A proctored online examination assesses the application of core project management capability in realistic, case-driven scenarios rather than theoretical recall.
  2. A written project assignment requires candidates to demonstrate strategic thinking and decision-making within their own professional context, typically centred on programme-level challenges.
  3. At the executive tier, portfolio evidence draws on a candidate's professional track record, assessing leadership capability, stakeholder influence, and the ability to operate in complex project environments.

This layered approach ensures that each credential reflects proven performance in practice, rather than a single point-in-time result.

How to Get Certified

IPM has structured the certification journey into five defined steps, guiding candidates from initial enquiry through to certification. Programmes are delivered by a faculty that includes Project Directors and former heads of project management certification authorities, combining live online and classroom learning.

  1. Candidates begin with a free consultation with an IPM adviser, who helps determine the appropriate certification level based on experience and career objectives.
  2. Candidates then submit their application and professional profile for review by IPM's admissions assessment board, which confirms eligibility and cohort placement.
  3. From there, candidates complete the certification programme itself, combining expert-led sessions, applied exercises, and real-world project work.
  4. Each level then culminates in level-specific assessment, evaluating applied capability through examination, project-based work, or portfolio evidence, depending on the tier.
  5. On successful completion, candidates achieve IPM-CPM® certification along with a verifiable digital badge.
